According to Windows Secrets and Windows 7 News Windows 7  will actually cost from $199,95
to $319,95 but Microsoft does not leave any news about this. The only thing that can be said is the prices will vary  depending on the type of edition.
To get a full function, you have to spend $319.95 for the Ultimate version of Windows 7.

The Starter Edition of Windows 7, surely will be cheap, is valued at $199,95 which would be available worldwide. The Starter Edition of Windows 7 will only available exclusively through OEM partners.
